Reasons for Proposal
The shipbuilding industry is Korea’s major export industry and has a huge ripple effect related to upstream and downstream industries, and ranks first in the world not just in the number of ships built, but also in the number of ship orders and remaining orders.
However, major shipbuilders in Korea are experiencing declining orders and contract cancellations arising from the declining price of new ships due to too much capital expenditure made during the global boom and economic downturn due to the global economic crisis, and they are also having a hard time because of the rapid development of China's shipbuilding industry.
Therefore, this Act aims to strengthen the competitiveness of the shipbuilding industry and contribute to the national economy by allowing the systematic pursuit of effective shipbuilding policies and laying the groundwork to promote the shipbuilding industry.
Details
A. Require the Minister of Trade, Industry and Energy to establish and implement a comprehensive plan to promote the shipbuilding industry, which sets mid- and long-term policy goals and directions (Article 5)
B. Allow the Minister of Trade, Industry and Energy to support the commercialization of shipbuilding technologies recognized as new excellent technologies under the Industrial Technology Innovation Promotion Act (Article 7)
C. Require the Minister of Trade, Industry and Energy to prepare a method to systematically and comprehensively manage and disseminate shipbuilding technology information to promote the shipbuilding industry (Article 8)
D. Require the Minister of Trade, Industry and Energy to standardize the joint use of equipment, design, and production technologies to promote the shipbuilding industry, and establish and certify standards, support the certification of new excellent technologies and products, and prepare policies for the international standardization of shipbuilding standards (Articles 12 through 15)
E. Require the Minister of Trade, Industry and Energy to identify demand for professionals and seek mid- and long-term supply outlooks to nurture professionals, support international exchange and standardization projects for related technologies and people to promote international cooperation, and pursue policies to help Korean shipbuilders to advance abroad (Articles 16 through 18)
F. Allow the Minister of Trade, Industry and Energy to support technical guidance and distribution structure improvements to promote the shipbuilding industry (Articles 19 through 21)
