Reasons for Proposal
Non-narcotic basic substances used to manufacture narcotic or psychotropic drugs under the Enforcement Decree of the Narcotics Control Act are required to obtain approval from the Minister of Food and Drug Safety whenever they are imported or exported.
While it is intended to prevent harm to public health by tightening the handling and control of basic substances potentially used to manufacture narcotic or psychotropic drugs, it has a limitation to precisely control basic substances as it does not impose an obligation to seek approval for any change in the approved information.
Accordingly, this Act aims to strengthen basic substance control by making it mandatory to seek approval from the Minister of Food and Drug Safety for any change in the information approved by the Minister when importing or exporting basic substances under Article 2, subparagraph 6 of the Narcotics Control Act (Articles 51 (1) and (5)).
