Reasons for Proposal
While the current Act requires the State and local governments to take various measures to empower the youth such as promoting youth employment, improving job quality, promoting youth startups, and establishing an education environment to develop ability, talent, and skill, there is no provision about supporting career and aptitude search, which serves as a prerequisite for employment and startup.
As young people's self-directed search time about their career and aptitude (gap year) through various experiences such as volunteering, training, and internship is essential to facilitate support that promotes youth employment and startup, some argue that it is necessary to prepare the basis to support such search.
In this regard, this Act aims to require the State and local governments to prepare measures that will allow the youth sufficient time to search potential careers before choosing the job that fits their aptitude and skill, explore ways to make continuous progress in the careers of individual young people and society, and reinforce the State and local governments’ responsibilities for Korea’s youth (Article 19-2 newly inserted).
