Reasons for Proposal

Among persons engaged in aviation, the air traffic controller prepares a flight plan, controls and monitors flights, and manages all things related to the operation of aircraft used for air transport services or aircraft for international flight operations, and has a high level of occupational stress and fatigue due to three shifts, frequent night work, and mental pressure for passengers’ safety.

In this context, while major countries like the US and Japan put in place regulations to manage the fatigue of air traffic controllers such as restricting their working hours, the current Act limits fatigue management to cockpit crew like pilots and flight engineers and cabin crew, which raises the need to prepare action to manage air traffic controllers’ fatigue.

In this regard, this Act aims to include air traffic controllers in fatigue management and overhaul related provisions to reduce excessive work by air traffic controllers, help them to manage stress properly, and ensure operation safety for aircraft (the heading of Article 56, and Articles 56 (1) and (3)).
