Reasons for Proposal

The current Act prescribes that there shall be a “recall” when there is a defect in a motor vehicle, etc. and a motor vehicle manufacturer, etc., shall provide notice to motor vehicle owners by post or text message using mobile phones, etc.

In the case of “gratuitous maintenance,” however, notification to motor vehicle owners is carried out by post, etc. only such that owners eligible for “gratuitous maintenance” often are not aware of the fact and corrective measures are not properly taken with respect to subject motor vehicles.

Therefore, this proposal aims to have motor vehicle manufacturers, etc., notify motor vehicle owners by mobile phones even in the case of “gratuitous maintenance,” as in recalls, to increase the proportion of persons receiving notifications regarding gratuitous maintenance and improve performance regarding gratuitous maintenance for motor vehicle owners, etc., thereby improving and increasing motor vehicle owners’ interest and benefit (Article 32-2 (4)).
