Reasons for Proposal
Smart industrial complex promotes innovation in manufacturing technology of its tenants and provides various relevant services for business support to its tenants through improvement in the infrastructure of the industrial complex and expansion of support facilities by utilizing information communications technology to enhance the competitiveness and business environment of the industrial complex.
Smart industrial park is an industrial complex that interconnects companies in the industrial complex to share data, going beyond the smartification of individual companies, and allows companies in the same industry and value chain to be interlinked and smartified, serving as a growth foundation that will drive manufacturing innovation in Korea.
As COVID-19 is speeding up the transition from an offline-oriented society to a digital-oriented society, the government needs to prepare support measures through preemptive investment strategies while assuming an active role to create new opportunities for the economy of Korea, which holds the highest level of technologies and infrastructure in the field of ICT.
To this end, it is necessary to strengthen our industrial competitiveness by providing a foundation for smart manufacturing to achieve manufacturing innovation, in areas such as smart factory, and interlink and utilize various information on the basis of industrial platforms, built around the artificial intelligence, big data, Internet of things, etc., by introducing smart industrial complexes and providing support.
As part of the smart manufacturing innovation strategy for small and medium-sized enterprises, the government has announced its implementation of the leading project for smart industrial complexes as a national agenda and has fully begun the implementation thereof, but there still lacks any legal ground to continuously implement the project.
Accordingly, the Act aims to specify the concept and definition of the smart industrial complex, formulate the grounds for governmental support, etc., as well as the grounds for the designation of regulation innovation zones and project implementation by the Korea Industrial Complex Corporation (Article 14 (2) and Article 45-9 newly inserted)
