Reasons for Proposal

Korea’s construction industry is in a situation where industrial competitiveness is increasingly deteriorating because it is not expanding technology to increase productivity, although labor productivity is 50% of that in other advanced countries.

By contrast, other advanced countries such as the UK, Singapore, and Japan have set forth goals, directions, and policies to introduce, promote smart construction technologies such as Internet of things (IoT), building information modeling (BIM), design for manufacture and assembly (DfMA), and robotics in the Fourth Industrial Revolution, and improve their industrial competitiveness with bold investments.

In Korea, the Ministry of Land, Infrastructure and Transport announced the Smart Construction Technology Roadmap (October 31, 2018) to innovate construction productivity and strengthen safety, but inflexible traditional production systems or practices in the construction industry, over-regulated business and production practices, additional costs from applying new technologies, and conflicts with existing requirements in introducing technologies pose obstacles for clients or construction companies to actively accept smart construction technologies.

In this regard, this Act aims to establish a smart construction project framework based on smart construction technology, improve regulations and expand support to promote smart construction technology projects, prepare the institutional basis to encourage smart construction projects by supporting R&D and training professionals in smart construction technologies, and improve competitiveness in the construction industry and facilitate technological and industrial innovation.

Details

A. Improve competitiveness in the construction industry and promote sustainable development by defining matters regarding the promotion of the construction industry based on smart construction technologies (Article 1)

B. Require the central and local governments to establish and implement various measures related to smart construction technologies to improve competitiveness in the construction industry (Article 3)

C. Require stakeholders such as operators, business entities, and permit authorities to implement or permit smart construction technology-based projects in principle to improve competitiveness in the construction industry (Article 5)

D. Require the Minister of Land, Infrastructure and Transport to establish and implement a master plan every 3 years to promote the use of smart construction technology, expand smart construction technology projects, and boost related industries (Article 6)

E. Require the Minister of Land, Infrastructure and Transport and the heads of related central administrative agencies and public institutions to establish and implement an action plan every year to specify the master plan (Article 7)

F. Require the Minister of Land, Infrastructure and Transport to establish and run the Smart Construction Technology Promotion Committee to operate basic policies and programs to promote smart construction technologies, establish the master plan, and review smart construction technology projects, contract methods, and regulation special cases (Article 10)

G. Require the central government to establish and implement financing measures such as securing a separate funding source or providing funding to promote smart construction technology projects while allowing local governments to establish smart construction technology project funds (Article 15)

H. Require anyone who intends to conduct a smart construction technology project to request a project designation review by the Smart Construction Technology Promotion Committee, and allow the Committee to designate the smart construction technology project through review and resolution (Articles 17 and 18)

I. Allow for applying special cases in budget, contract methods, and bidder determination to smart construction technology projects implemented by public institution clients (Articles 20, 21, and 22)

J. Allow for applying special cases under the Certified Architects Act, Framework Act on the Construction Industry, Construction Technology Promotion Act, Electrical Construction Business Act, and Information and Communications Construction Business Act to smart construction technology projects (Articles 23, 24, 25, and 26)

K. Allow the central and local governments to support or finance some part of the cost smart construction technology projects and buildings in the smart construction technology project to receive eased standards in building-to-land ratio and floor area ratio (Article 27)

L. Allow the central and local governments to fund, support, and finance the cost and startup money required for small and medium enterprises to research/develop and commercialize smart construction technologies (Articles 30 and 31)

M. Allow the Minister of Land, Infrastructure and Transport to establish a Smart Construction Support Center, which researches/develops and disseminates smart construction technologies, and fund the costs required to contract a professional agency or operate the project (Article 32)

N. Allow the Minister of Land, Infrastructure and Transport to implement a smart construction technology certification program to encourage implementation in the smart construction industry, and the central and local governments to make it a priority to fund certified technologies (Article 36)
