Reasons for Proposal
The current Act requires the Korea Communications Commission to prepare measures to protect the youth from harmful information such as pornography and violence in cyberspace and prevent any infringement of rights such as privacy and reputation.
As part of these efforts, the Korea Communications Commission has sought to include online ethics and cyberbullying prevention training in its budget program since 2009 to establish correct Internet use practices.
According to the Korea Communications Commission’s recent survey about cyberbullying, 33.5% of the Internet users experienced cyberbullying; meaning roughly one-third of Internet users are either the perpetrator or victim.
In particular, as opposed to a declining percentage of cyberbullying among students, the percentage among adults has risen rapidly from 43.1% a year earlier to 54.7%, which suggests that cyberbullying prevention training for adults needs to be strengthened.
In this regard, this Act aims to establish a sound cyberethics culture while encouraging correct Internet use practices by turning cyberbullying prevention training into statutory training and mandating such training for all employees in the public sector (Article 44-11 newly inserted).
