Reasons for Proposal
Although the current Equal Employment Opportunity and Work-Family Balance Assistance Act allows the Minister of Employment and Labor to request employers employing more than a certain number of employees as prescribed by Presidential Decree to establish implementation plans for proactive employment improvement measures and provide support or impose restrictions accordingly, such measures are still not very effective.
While allowing the Minister of Employment and Labor to request restrictions on tendering participation if demerit points for not complying with a call to perform implementation plans for proactive employment improvement measures exceed a certain level under the Equal Employment Opportunity and Work-Family Balance Assistance Act, the Act on Contracts to which the State is a Party aims to include such persons whose tendering participation restrictions are requested by the Minister of Employment and Labor in inappropriate business entities, who are subject to restrictions on tendering participation (Article 27 (1) 8 newly inserted).
Note
This Act rests on the premise that the Equal Employment Opportunity and Work-Family Balance Assistance Act (Bill no. 2695), represented and proposed by National Assembly member Jung Choun-sook, is passed. If the bill is not passed or is passed with modification, this Act must be adjusted accordingly.
