Reasons for Proposal
<Reason for Proposal and Key Contents>
Under the current law, the Minister of the Interior and Safety, the Administrator of the Korea Meteorological Administration, as well as the heads of local governments (mayors, governors, or district heads), may request telecommunications service providers, broadcasting service providers, and others to provide disaster-related information through methods such as text messages, voice transmissions, internet posts, and broadcasts during a disaster event.
However, disaster text messages may have accessibility issues for certain individuals, such as those with visual or hearing impairments, and foreigners who are not familiar with the Korean language may experience difficulties in quickly understanding the information. As a result, there has been a suggestion for the need for customized information services for people with disabilities and foreigners.
To address this, the proposal aims to establish a legal basis requesting major telecommunications and broadcasting service providers to offer customized services for people with disabilities and foreigners when providing disaster forecasts, warnings, and notifications. This aims to ensure the rapid and accurate delivery of information during disaster situations (new Article 38-2, Paragraph 7).

Imposing an obligation on major telecommunications service providers, as prescribed by Presidential Decree, to provide customized services for people with disabilities and foreigners (New Article 38-2, Paragraph 7).
