Reasons for Proposal

[Background]


The current law mandates that the owner, manager, or occupant (Gwangyein) of a specific fire service object must install and manage firefighting systems in accordance with fire safety standards. It also prohibits actions, such as closing or blocking, that could impair the function and performance of these systems during a fire.


However, criticism persists that cases frequently occur where firefighting systems in places used by many people are visually obstructed (e.g., by installing screens or covers for aesthetic reasons), making them difficult to identify during a fire.


Therefore, this proposal aims to further enhance public safety from fire by adding actions that could hinder the identification of firefighting systems when a fire occurs—such as the installation of concealing facilities—to the list of prohibited acts (e.g., in Article 12, Paragraph 3 of the draft amendment).


[Main Points]


The Act on Installation and Management of Firefighting Systems shall be partially amended as follows:

In the main sentence of Article 12, Paragraph 3:

  • The phrase "function and performance" (기능과 성능) shall be changed to "function, performance, and identification" 

  • The phrase "closing (including locking. The same shall apply hereinafter) or blocking" shall be changed to "closing (including locking. The same shall apply hereinafter), blocking, and the installation of concealing facilities" 


In Article 55, Paragraph 1, Subparagraph 2:

  • The phrase "closing or blocking" shall be changed to "closing, blocking, and the installation of concealing facilities" 


In Article 56, Paragraph 1:

  • The phrase "closing or blocking" shall be changed to "closing, blocking, and the installation of concealing facilities"
