Reasons for Proposal

As of 2023, farm household income stands at only 60.5% of the income of urban working households. Income instability in rural and fishing village areas is further increasing due to climate change and global uncertainty. Although the government has implemented various regional balanced development policies, income security policies aimed at resolving the income disparity between urban and rural areas have not been substantially pursued.


The low and unstable income in rural and fishing village areas is a key factor accelerating the crisis of regional extinction (or regional decline), leading to rapid population decrease, consumption leakage to outside regions, and the closure of essential living facilities. To prevent regional extinction in rural and fishing village areas, it is necessary to promote income stability for residents through active income security policies and realize a virtuous cycle in the local economy through increased regional consumption.


Therefore, this proposal aims to respond to the crisis of regional extinction in rural and fishing villages by providing a basic income of over 3.6 million KRW annually to residents of these areas. This measure seeks to alleviate the income gap between urban and rural areas, and promote population inflow and regional consumption in rural and fishing villages.
