Jeju-do established the 3rd Jeju Free International City Comprehensive Plan, which is the highest statutory plan, and confirmed and announced the plan on December 30.

The 3rd Comprehensive Plan contains 4 goals, 8 strategies, 120 projects for each strategy, and 18 core projects, under the vision of 'Jeju, a smart society where people and nature coexist'.

The provincial government plans to invest a total of KRW 20.415 trillion, including KRW 10.5969 trillion in 120 strategic projects and KRW 9.8196 trillion in 18 core projects, for 10 years from 2022 to 2031.

By investment source, it can be broken down into the national budget KRW 6.96 trillion (34.1%), the provincial budget KRW 5.4962 trillion (26.9%), and the private investment KRW 7.9562 trillion (39.0%).

The investment amount by stage will be Stage 1 (2022-2023) KRW 3.5551 trillion (17.4%), Stage 2 (2024-2026) KRW 8.9377 trillion (43.8%), and Stage 3 (2027-2031) KRW 7.9237 trillion ( 38.8%).

In order to secure momentum for implementation, the province set 22 planning indicators in various areas including welfare, environment, and living as well as population, industrial and economic indicators in consideration of the changes in international conditions such as the United Nations (UN) Sustainable Development Goals (SDGs), while reflecting regional characteristics.

The province set four major goals as follows ▲Safe and comfortable living place, Happy Jeju ▲Sustainable and Jeju-like, Clean Jeju ▲Lively and mutually prospering economy, Innovative Jeju ▲Exchanges and Cooperation with the world, Global Jeju.

Core projects included the creation of a smart innovative city, the creation of Jeju-style innovative logistics complex, and the downtown renovation project using the clean Jeju tram.

To stimulate the implementation of this comprehensive plan, the provincial government plans to establish and manage the implementation plan by setting up and operating the 'Free International City Comprehensive Plan Task Management Group', composed by public officials, researchers, and experts.
