Reasons for Proposal
To prevent fire damage, the current Act stipulates that finishing materials used for the outer walls of buildings shall be fireproof.
However, despite growing public concern over the fact that flammable cladding has been pointed out as the main cause of recent fires, many buildings using quasi-noncombustible materials or better have been found unlawful due to the use of flammable finishing materials, etc.
Accordingly, this Amendment aims to prevent the inadequate use of external insulation and other finishing materials with respect to fire safety in buildings by strengthening the quality control of noncombustible materials, etc., and also toughens penalties against violations of requirements concerning finishing materials (Article 52-3, Article 108, Article 110, and Article 111).
Major Provisions
Obligate any person who supplies noncombustible materials to submit a noncombustible performance quality control report to the permitting authority (Article 52-3, paragraph 1).
