Reasons for Proposal
Recently, the issue of recycling packing materials has become problematic, requiring measures to facilitate the recycling fo packing wastes, etc.
Therefore, this Amendment aims to facilitate the understanding of recyclability of packing wastes and recycling methods, etc., to encourage recycling by obligating the labeling of packing methods and materials, which currently is prescribed as a mere recommendation.
In addition, the Amendment is to restrain the generation of wastes by making it impossible to provide disposable products free of charge even if the purpose is to be consumed in places other than food service business places (Article 9 (4), Article 10 (2) 1 and Article 41 (1) 2-2 newly inserted).
Major Provisions
Manufacturers, etc., shall label the packing methods and quality of packing materials on the surface of packing as prescribed by Ordinance of the Ministry of Environment. (Article 9 Notwithstanding the main sentence of paragraph (1), disposable products may be used or provided free of charge in any of the following cases. (Article 10 (2))
1. Where foods are provided, sold or delivered to customers for consumption at meal service facilities.
