Reasons for Proposal

There is a growing suspicion that in recent cases of online comment manipulation, data subjects voluntarily provided their ID, password, etc., or personal information necessary for signing up for membership to a web site to another person to enable the creation of an ID, etc.

Under the current Act, however, there are no legal grounds for which to collect or provide personal information for the purpose of committing illegal acts such as collecting personal information for use in illegal acts such as crimes, etc., or providing his/her own personal information knowing that such information is being collected for illegal acts, with the result that such abuse of personal information are in a legal blind spot.

In response, this Act aims to eradicate abuse of personal information by prohibiting the collection or provision of personal information with the purpose of using it in illegal acts such as crimes, etc., and by providing penalty provisions for violations (Article 15, paragraph 3; Article 17, paragraph 4; Article 71, subparagraph 1 and 1-3 newly inserted).
