Reasons for Proposal

There is a need to disclose information on safety management of radiation in the natural environment. Recently, the Nuclear Safety and Security Commission (hereinafter referred to as “NSSC”) took back its announcement on radon exposure results concerning the recent scandal of radon beds, causing public anxiety and distrust.

The current Act prescribes that a person responsible for handling shall keep and preserve records of the current status of source materials or by-products from processing, such as acquisition, generation, storage, sale, disposal of such materials or by-products and shall report thereon to the NSSC. However, it is impossible to track the usage status of source materials or by-products from processing after their sale. Although the NSSC says that defective processed products as a result of ‘Inspection and Analysis of Actual Conditions of Safety Control of Radiation in the Natural Environment’ have been entirely withdrawn according to regulations, the NSSC does not disclose the names of relevant companies under the Act on the Protection of Personal Information Maintained by Public Institutions. Also, although there are standards for radioactivity of source materials or by-products from processing, there are no regulations on labeling of radiation usage quantity, etc., contained in processed products.

Therefore, this Amendment aims to have the NSSC track the status of use of source materials or by-products from processing sold by persons responsible for handling and transparently disclose information on items that have been recovered due to problems for the sake of public health and safety and to have manufacturers place product labels on radiation usage quantity, etc., contained in processed products, thereby enabling consumers to safely use processed products (Article 12, etc.).

Major Provisions
Require a manufacturer to label the radiation usage quantity, etc., contained in processed products for such products (Article 15-2).
