Reasons for Proposal
There have been not a few cases where a person, after basing his/her server for access to an information and communications network overseas, attempts at hacking via e-mail or writes and uploads a post praising, promoting or sympathizing with anti-government organizations.
As for e-mails or internet bulletin board messages and comments, the country name of a place where a writer has access to an information and communications network is not displayed, leading to an increasing number of cases where other users are unknowingly exposed to damages related to such practices.
In response, this Amendment aims to require a provider of information and communications services to display the country name of a place where a user who circulates information in an information and communications network through vehicles such as e-mails, internet bulletin board messages and comments, etc., based on a place where such user uses or has access to information and communications services; and punishes violators thereof by fine of up to 30 million won (Article 45-4, 76 (1) 6-3, newly inserted).
Major Provisions
Impose a duty on a provider of information and communications services to display the nationality of a user (Article 45-4).
