Reasons for Proposal
Apiculture is an industry that farms honeybees and produces and processes the products thereof. In addition to the production of primary products such as honey, royal jelly, propolis, etc., honeybees play an important role in the production of crops as mediators of pollen fertilization, thereby greatly contributing to the maintenance and conservation of our ecosystem .
However, the overall production base is shrinking with a rapid decline in the number of bee farmers due to the deteriorated managerial surroundings such as the increase in the production cost and decrease in honey sources caused by decreasing numbers of acacia trees, which are major honey source plants, due to the etiolation chlorsis and renewal of species.
Accordingly, this Enactment aims to support the establishment of stable base of apiculture industry and sustainable growth thereof, thereby enhancing the government's interests and support in policy-making, increasing the income of bee farmers, contributing to promotion and growth of the apiculture industry continuously.
Details
A. Require the Minister of Agriculture, Food and Rural Affairs to establish a comprehensive plan concerning the status and prospect of the apiculture industry to seek the continuous growth of the apiculture industry and settlement of stable bee farmers, after consultation with the heads of relevant central administrative agencies, etc., every five (5) years (Article 5)
B. Require state or local governments to nurture the professional manpower necessary for promoting and supporting the apiculture industry by designating universities, research institutes, agencies or organizations as professional manpower-nurturing institutions and requesting them to conduct necessary education and training (Article 8)
C. Require state or local governments to proceed with surveying trend of, and demand for, the apiculture industry-related technologies, research and development, distribution and exchange of information thereof, etc., to promote and support the apiculture industry (Article 10)
D. Obligate bee farmers to register with the relevant Special Self-governing Metropolitan City Mayor, the Governor of a Special Self-governing Province, or the head of a Si/Gun/Gu (Article 12)
E. Require the Minister of Agriculture, Food and Rural Affairs and the heads of local governments to establish mid- and long-term goals for the proliferation and growth of honey source plants. and to identify the species thereof in need of protection and prepare management plans by species (Article 13)
F. Allow bee farmers to form a bee farmers association to seek the continuous development of apiculture industry and common interest of bee farmers (Article 14)
Major Provisions
