Reasons for Proposal
With increasing numbers of casualties arising from accidents related to infants and children and crimes against them, there is a growing concern over the safety of children. Given that such tragedies would have not happened if the whereabout of a victim child had been identified at the time of an accident, it is highly recommended to introduce a system to track and manage children’s locations, including whether they go to and leave school, and whether they get on and off a school bus.
In fact, existing private technologies and equipment are capable of tracking or managing children’s locations including whether they go to and leave school, and whether they get on and off a school bus. However, due to financial burdens, nurseries, kindergardten and schools are hesistant to install and operate such equipment.
Accordingly, this Amendment aims to obligate the head of a nursery, kindergarten and a school to install and operate a communication device that informs whether they go to and leave school, and whether they get on and off a school bus, etc., using the latest information and communication technologies (ICT) such as short-range wireless communication technologies and system (Beacon), and require state and local governments to bear all or part of the expenses, thereby ensuring the safety of children and easing the burden on parents and child caregivers (newly insert Article 31-2)
Major Provisions
Obligate the heads of nurseries, kindergarten and primary schools to install and operate at the nurseries, kindergarten and primary schools a communication device that informs children’s current locations including whether they go to and leave school, and whether they get on and off a school bus (Article 31-2).
