Reasons for Proposal
The current Act only provides that public institutions that intends to install and operate a message board shall take measures to verify the identity of users thereof.
However, in response to the occurrence of social problems such as public opinion manipulation caused by widely circulated, distorted or falsified information with the anonymity of the Internet, critics say that the scope of identity verification must be expanded.
Accordingly, this Amendment aims to require providers of information and communications services, such as search for Internet address and information, e-mail and community, to verify the identity of users of message boards that the providers install and operate, thereby creating a sound environment for information and communications networks (Article 44-5, etc.)

Providers of information and communications services shall verify the identity of users of message boards (Article 44-5, paragraph 1, subparagraph 2).
