Reasons for Proposal

The current Act stipulates that the period of paternity leave is at least three up to five days, the first three days out of which are paid. However, this period is extremely short to take care of his spouse and newborn baby. Even for the protection of the paternity of male workers, the period should be extended with a certain level of income being supplemented.

Therefore, this Amendment aims to extend the period of paternity leave from "up to five days" to "up to 10 days," of which the ten days shall be paid, and part of the leave benefits may be subsidized by State, thereby promoting male participation in childcare and assuring patertnity of male workers (Article 18, Article 18-2, etc.).

Major Provisions
Where a male worker requests leave on grounds of his spouse's childbirth, the employer shall grant leave for ten days, and the period of leave shall be paid (Article 18-2).
