Reasons for Proposal
A number of performance halls, exhibition halls, movie theaters, etc., have recently been charging adult prices for children, causing dissatisfaction among users.
The current Act does not contain explicit provisions concerning entry fees or admission fees for performances, exhibitions, movies, and other culture and arts programs. In most cases, admission fees are set autonomously and there are no separate discounts for children. However, critics point out that in cases where parents have no choice but to view a performance, etc., accompanied by children, it is unreasonable to charge adult prices for preschool children aged less than six.
Accordingly, the Amendment newly inserts provisions to prescribe the collection of entry fees or admission fees for performances, exhibitions, movies, and other culture and arts programs, and requires entry fees and admission fees to be waived or discounted for children aged less than six, thereby establishing a more reasonable fee system (Article 15-5 newly inserted).
