Reasons for Proposal
There is an increasing number of businesses taking the form of a cafe that displays raccoons, meerkats, and other wild animals. However, direct contact between humans and wild animals creates the risk of zoonosis transmission and injuries caused by scratching, etc. The displaying and raising of the animals by the cafe owners and other non-experts also cause concerns over poor animal welfare.
Moreover, given an incident where raccoons escaped from a raccoon farm in Japan and caused a disturbance to the ecosystem, Korea needs to prepare institutional measures to prevent such events.
Accordingly, the Amendment prohibits the displaying of wild animals for profit-making purposes in any facility other than a zoo or aquarium registered and managed under the Act on the Management of Zoos and Aquariums, and also prohibits the raising of wild animals in any establishment engaging in a food service business even if it is a facility subject to registration under the same Act (Article 34-12 newly inserted, etc.).
Major Provisions
Prohibit any facility that has not filed a registration with the Mayor/Do Governor in accordance with the Act on the Management of Zoos and Aquariums, and any facility registered as a food service business under the Food Sanitation Act, from displaying wild animals that are mammals, birds, reptiles, or amphibians for profit-making purposes (Article 34-12).
