Reasons for Proposal

The current Act was enacted in order to guarantee the freedom of the arts and promote sound public performance activities, but there is no regulation on performance information system that provides comprehensive information about art performance and can handle integrally performances and the reservation, use, management, etc. of performance halls.
Therefore, audience has to search around the status of an individual performance hall to see a performance, and now, performers, as well as audience, have no choice but to inquire performance hall managers to reserve performance halls.
The Amendment, therefore, aims to expand performance opportunities for cultural artists and contribute to the improvement of the people's cultural life by requiring the Minister of Culture, Sport and Tourism to establish and operate the performance information system that can comprehensively manage performances and the reservation, use and management of performance halls and by requiring performance hall managers to transmit relevant information so that performers, as well as audience, are able to grasp relevant information in advance (Article 10-2 and Article 43 1 and 2 newly inserted).

Major Provisions

Require peformance hall managers, performance ticket sellers, performance planners or producers to join the performance information system and transmit data on matters specified by the Ordinance of the Minister of Culture, Sport, and Tourism, such as annual performance program operation plan, to the performance information system (Article 10-2).
