Reasons for Proposal

As the cosmetics industry is growing at a rapid pace, related information on cosmetics items, businesses, etc., is substantially increasing accordingly. At the same time, there is a growing need for the establishment of a professional agency dedicated to the management of and support for such matters along with an introduction of new systems and strengthened quality and safety control. 

Thus, the Amendment prescribes the establishment of a "Cosmetics Industry and Safety Technology Promotion Agency," thereby improving the national health and promoting the development of the cosmetics industry (Articles 17-2 through 17-8 newly inserted; Article 40, paragraph 1, subparagraph 5-2 newly inserted, etc.).

Major Provisions

Prescribe that any person who is a current or former executive or employee of the Cosmetics Promotion Agency shall not disclose confidential information acquired during the course of duty (Article 17-7)
Prohibit the use of the name “Cosmetics Promotion Agency” or similar designation by any entity that is not the Cosmetics Promotion Agency (Article 17-8)
