Reasons for Proposal

Recently, a 4-year-old girl was abandoned for 7 hours in a school bus of a daycare center in an extreme heat. The teacher, who was on board, and bus driver who left the child are primarily responsible for the accident; but somehow it was an unfortunate accident, which could have been avoided if the child care teacher had phone-called the parents of the child when having noticed that the child did not attend. This accident shows well why concerns are growing over infants’ safety management during their commute to daycare center.

Therefore, the Amendment stipulates that the principals thereof shall educate the infant care teachers and staff on the safety of infants during their commute to daycare center and take measures and confirm to ensure that the infants are safely handed over to guardians such as infant care teachers or parents; and also aims to strengthen infant protection by imposing an administrative fine if a principal violates the provision (Article 33-3 and Article 56 (2) 6 newly inserted).
