Reasons for Proposal
The current Act stipulates that of matters concerning the deployment of infant care teachers and staff in child-care centers, details such as the number of infants per infant care teacher and other standards for deployment of child-care center staff shall be as specified by the Enforcement Rule.
The current provisions specify that each infant care teacher shall be in charge of three infants of less than one year of age and five infants of at least one year but less than two years of age, etc., but the internal guidelines for childcare centers may allow two to three extra children in each age group. As a result, the number of infants per infant care teacher has fallen outside the optimum level and critics point out that the consequent decrease in the quality of care at child-care center centers has a negative effect on children.
Accordingly, the Amendment prescribes the optimum number of infants per infant care teacher and directly states such number in the Act, thereby aiming to improve the quality of infant care services (Article 17).
