Reasons for Proposal

The current Act strictly prohibits the sale and provision of alcohol at karaokes but in reality, alcohol is blatantly sold as requested by customers. The prevailing opinion is that this is not due to karaoke business operators seeking unlawful business profits, but a result of the current legal system failing to respond to the demands of karaoke users.

There is also a growing need to address the increasing number of cases where people take advantage of the situation by demanding illegal alcohol or entertainment workers and then threatening or blackmailing the karaoke business operator in order to obtain unjust enrichment.

Accordingly, the Amendment restrictively allows the sale of beer and rice wine by karaoke business, prescribes that such sales shall be managed in accordance with Presidential Decree, and aims to prevent unjust enrichment of users taking advantage of weaknesses in the law (Article 22, paragraph 1, subparagraph 3 and Article 34, paragraph 3, subparagraph 2; Article 34-2).

Major Provisions

Prohibit persons from arranging entertainment services at a karaoke business for profit purposes or requesting such services (Article 22, paragraph 2)

Prescribe penal provisions for persons who demand the sale or provision of alcohol at a karaoke business (Article 34, paragraph 3, subparagraph 2)
