Reasons for Proposal
The current Act prescribes that business owners shall implement necessary measures to prevent workers’ health disorders caused by extremely high or low temperatures and take proper action to protect workers exposed to extremely high or low temperature working conditions or to sweltering heat.
However, since these measures do not define the specific temperatures considered extremely high or low, not a few workers exposed to high temperatures in the absence of proper protective measures have shown symptoms of heat stroke or even die, thus urgent measures are needed.
Accordingly, the Amendment aims to require business owners to take necessary measures to provide a break time to workers exposed to extremely high or low temperature exceeding the limits prescribed by Ordinance of the Ministry of Employment and Labor, thereby protecting the health of workers (Article 24-3 newly inserted).
