Reasons for Proposal
The current law includes provisions pertaining to the promotion of timber education to increase awareness on the importance and knowledge of timber by experiencing and learning the diverse functions thereof.
In regard to this, timber-related education is taking place around Korea at timber culture experience centers, timber experience classes, and at personal carpentry classes. However, there is no provision for training timber education experts and developing/distributing timber education programs which are necessary for providing a systematic education on timber use and culture. This is hindering the promotion of timber education.
Therefore, this proposal seeks to designate institutions for qualification and training of timber education experts and to modify relevant provisions that are currently lacking certain aspects, and in so doing contribute to the promotion of timber education and development of the timber industry, ultimately creating jobs and adding to the national economy.
Details
A. For efficient execution of timber education, the Administrator of the Korea Forest Service may designate institutions/facilities/organizations related to timber education as a Training Institution for Timber Education Experts (Newly insert Article 10-2).
B. For efficient execution of timber education, the Administrator of the Korea Forest Service or the head of a local government may develop/distribute timber education programs. Any entity intending to develop/distribute a timber education program may apply for verification to the Administrator of the Korea Forest Service, and any verified entity may use the verification label (Newly insert Article 10-3).
C. The Administrator of the Korea Forest Service shall issue a Timber Education Expert Certificate to any person who has completed a timber education expertise program at a timber education training institution. If the certificate was acquired under false pretenses, such certificate may be cancelled (Newly insert Article 10-5).
Major Provisions
Define cases where a designated timber education expert training institution acquired such designation under pretenses or through inappropriate means, cancel the designation in such cases (Article 10-2)
Require application of modified verification to the Administrator of the Korea Forest Service if any entity intends to modify the content of a verified timber education program, and define cases where verification is cancelled for inappropriate means such as falsification, etc. (Article 10-4)
Provide for canceling and suspension of the qualification of a person who received a timber education expert certificate (Article 10-5, paragraph 2)
Prohibit rental of a certificate and brokerage of such rental, prohibit using the name of a timber education expert without acquiring the certificate (Article 10-5)
Define reasons for disqualification for timber education expert (Article 10-6)
