Reasons for Proposal
The current Act stipulates that in private schools equivalent to or lower than high schools, the school juristic persons and private school managers thereof shall be subject to direction of and control by the Superintendent of the Office of Education of the City/Do.
However, some have suggested it may be advisable, for educational autonomy and public interest, to require school juristic persons to address issues arising from school operation by conducting self-assessments.
Accordingly, the Amendment prescribes that school juristic persons shall conduct a self-assessment of its school operation, finances, facilities, etc., at least once per year, submit the results to the competent authorities, and publicly announce the results, thereby aiming to promote operational autonomy and the public interest (Article 48-2 newly inserted).
