Reasons for Proposal
Following the recent innovations with FinTech, the expansion of easy payment services has resulted in improved consumer benefits, but the spread of card payment continues to create commission burdens on micro enterprises.
Therefore, rather than using credit cards with high cost structures, there is a need to implement an application-based easy payment system that does not involve intermediate businesses, as well as to promote further vitalization of micro enterprise easy payment system (financial information processing operation system), which is an account-based payment service.
This proposal aims to have the private sector lead the micro enterprise easy payment systems, and to allow participation of any entity including financial institutions such as banks, etc., as well as private payment businesses, making it an open payment project. The proposal also aims to make the central and local governments support the promotion of using micro enterprise easy payment systems.
Determination of franchise commission for micro enterprise easy payment system shall be left to private sector autonomy, but the commission rate for micro enterprises shall be around 0% (Newly insert Article 9-2). This will provide a specific and practical support measure that will dramatically lessen the payment commission burden on the part of micro enterprises.
Major Provisions
The Minister of SMEs and Startups may designate management institutions with qualifications specified by Presidential Decree to manage the micro enterprise easy payment system (Referring to the financial information processing operation system under which payment for goods or services provided by micro enterprises is made in accordance with methods specified under Presidential Decree (Hereafter “micro enterprise easy payment system”) (Article 9-2, paragraph 1).
The Minister of SMEs and Startups may cancel the designation if the micro enterprise easy payment system management institution designated in accordance with paragraph 1 constitutes one of the following (Article 9-2, paragraph 3).
If cancellation of the designation of a micro enterprise easy payment system management institution is pursued in accordance with paragraph 3, a hearing must be held (Article 9-2, paragraph 4).
