Reasons for Proposal

According to the Act, a guidebook for the loading, anchoring and lashing of cargo shall be prepared to prevent a marine accident, etc., that may arise due to the shifting of cargo in navigation, and the relevant approval from the Minister of Oceans and Fisheries shall be given to the guidebook. However, a punishment clause for violation of this duty is not specified, thus leading to a lack of effectiveness.

Therefore, the Amendment aims to newly insert the related punishment clause (Article 83).
