Reasons for Proposal

The current Act provides that each school shall establish and operate an enrollment fee deliberation committee composed of school personnel, students, relevant experts, etc., to set enrollment fees on a reasonable basis. This committee has an obligation to consider grounds based on which the enrollment fees and education expenses per student are to be calculated.

However, since the student committee members are hindered by their lack of expertise in financial analyses as well as the fact that they only make up 30% of the committee to effectively represent the students’ position.

Meanwhile, the relevant experts usually end up representing the interests of the school, which lead to the failure of these deliberations reaching a reasonable settlement on enrollment fees.

Additionally, when an enrollment fee deliberation is held, the enrollment for that year must be estimated on a reasonable basis considering the grounds based on which education expenses per student are calculated, etc., but there is no way of knowing what the basis actually is, and this is hindering the transparency of enrollment fee estimation process.

Therefore, this proposal seeks to improve the democracy and transparency of the Enrolment Fee Deliberation Committees by providing the following provisions: when selecting a relevant expert as a member of the Enrollment Fee Deliberation Committee, require that the recommendation be made through discussions between a school representative and a student representative, as specified by school regulations; and require the school to provide Enrollment Fee Deliberation Committee members with data necessary for fee deliberation prior to the deliberation (Article 11).

Details

A. At each school, when installing and operating an Enrollment Fee Deliberation Committee composed of school personnel, students, relevant experts, etc., the relevant expert shall be recommended through discussions between a school representative and a student representative, as specified by school regulations (Article 11, paragraph 2).

B. The founder or operator of the school shall, before and up to 10 days prior to the date of a deliberation meeting as referred to in paragraph 2, submit the data required for fee deliberation as well as the school’s budget and expenditures (newly insert Article 11, paragraph 3).
