Reasons for Proposal
Reportedly, 75% of Korean citizens die in hospitals, and although funeral parlors where the chief mourner receives visitors take up significant space and are thriving in every hospital, there is not enough space in hospitals where a patient can pass away with dignity in the presence of his/her family.
Dying rooms where a patient can prepare for death with and depart his/her family should be a facility that medical institutions must have out of consideration not just for patients and their families, but also for other patients who have no choice but to watch someone’s death otherwise.
Therefore, this proposal aims to oblige a medical institution of a certain scale or above to install dying rooms by including dying room-related matters when determining facility standards for a general hospital or an intermediate care hospital (Article 36 (2)).
Major Provisions
Article 36 (Matters to be Observed) 2. The Minister of Health and Welfare, when determining facility standards for a general hospital or an intermediate care hospital according to paragraph 1, subparagraph 1, shall include dying room-related matters.
