Reasons for Proposal

According to a recent report on wage disparity between male and female workers in 2,400 private enterprises and 350 public institutions through the DART (Data Analysis, Retrieval and Transfer) System of the Financial Supervisory Service and the Public Management Information System “ALIO” of public institutions, the wage disparity between male and female workers was 31.7% and 20.3%, respectively, showing that there is wage disparity between male and female workers across a wide range of fields in public and private sectors in Korea and that the level of such disparity is the highest among OECD countries.

Therefore, this proposal aims to have a public institution, local public enterprise, an employer of a workplace that employs 300 or more regular workers, etc., report the employment and wage status of male and female workers to the Minister of Employment and Labor, thereby verifying the status of discrimination between male and female workers in terms of employment and wage disparity between male and female workers with a view to encouraging the correction of such discrimination (Article 17-10, newly inserted).

Major Provisions

Article 17-10 (Submission of Employment Status According to Sex, Etc.) Ensure that an employer falling under any of the following subparagraphs shall submit employment and wage status according to sex for each job type and position as prescribed by Ordinance of the Ministry of Employment and Labor to the Minister of Employment and Labor

3. Employer of a workplace employing 300 or more regular workers.
