Reasons for Proposal
With the growing use of imagery using cameras, etc., there is an urgent need to prepare measures to protect victims of illegal imagery as they are likely to face immense suffering, such as difficulties in everyday social situations, in the event that the illegal images are distributed through information and communications networks due to the swift and omni-directional nature of the image distribution.
Accordingly, the Amendment obligates online service providers to block the distribution of images; requires them to immediately delete illegal images and prevent, suspend, etc., the distribution thereof when requested by the victim’ and otherwise improves and adds to the current system.
