Reasons for Proposal
The current Act prescribes that a construction project owner shall designate a project supervisor and that, to the project owner, the project supervisor shall submit an interim supervision report on the specific progress of construction and a report on completion of supervision upon the completion of the construction. The project owner shall submit an interim supervision report and final report on completion of supervision to the competent permitting authority, when he/she applies for approval for use of the building.
However, it has been suggested that the point of submission of the interim supervision report, determined as upon the completion of construction in the current Act, does not fit the purpose of the interim supervision report and can lead to defective construction by insufficient interim supervision.
Accordingly, the Amendment imposes that the project owner shall submit the interim supervision report immediately upon receiving the interim supervision report from the project supervisor and register it with the computerized building administrative system for efficient administration and contribution to stable interim supervision (Article 25, paragraphs 6 and 7).
