Reasons for Proposal
The number of rolling stocks and infrastructure investment have been expanded to prevent railway accidents and failures. Yet, the main agent of the management of rolling stocks and infrastructure is the railway workers and thereby appropriate measures to increase their capabilities are required.
Details
A. Prescribe that railway operators educate their employees regularly (at least once every 5 years) to maintain their performance and impose fines on railway operators who violate this clause to strengthen the capability and professionalism of railway workers (Article 24, paragraphs 3 and 4; Article 81, paragraph 2, subparagraph 2)
B. Wherein upon the occurrence of a railway accident, the Minister of Land, Infrastructure and Transport may recommend that the railway operators take disciplinary action against the person responsible for the accident to heighten the awareness and attention of the railway workers (Article 75-2 newly inserted)
