Reasons for Proposal
The recent outbreak of environmental issues such as fine dust and greenhouse gases calls for proactive reductions of the coal industry, but the current Act does not provide any basis for closing down coal processing plants, stringing out the controversy and social conflict surrounding their survival and closure.
The Amendment adds that where an electricity generation business operating a decrepit coal processing plant that gravely affects or may gravely affect the safety of the environment or citizens shall be subject to the revocation of its business license and suspension of business for up to 6 months. Whereby, when an electric generation business that has had its license revoked but wishes to continue generating electricity with a different fuel source, the Minister of Trade, Industry and Energy may give financial assistance to induce a change in fuel source and contribute to the reduction of fine dust and greenhouse gases (Article 12, paragraph 1, subparagraph 15; Article 12-2 newly inserted).
