Reasons for Proposal
Although the current Act stipulates grounds for disqualification for the representatives of broadcasting business operators, the grounds for disqualification does not include matters related to the political neutrality of the representatives, and thus, a politically biased person may be the representative of a broadcasting business operator.
In particular, grounds for disqualification needs to be more strictly specified to ensure the political neutrality of the representative, considering that terrestrial broadcasting business entities or program providers engaging in general programming or specialized programming of news reports may have a significant impact on the formation of public opinion.
Therefore, the amendment aims to enhance the publicity and fairness of broadcasting by further specifying the content with respect to political neutrality in the grounds for disqualification of terrestrial broadcasting business entities or program providers engaging in general programming or specialized programming of news reports (Article 13 (3), etc.).
