Reasons for Proposal

Recently, as large and small aircraft accidents are becoming more frequent at home and abroad, although the interest in the information related to aircraft history and safety is increasing, the current Act does not stipulate the obligation of air transport service providers to disclose matters relating to the aircraft history management and safety of specific aircraft, and thus, it is difficult for aircraft users to easily check information about specific aircraft.
Therefore, the amendment aims to ensure aircraft users’ right to know about the history and safety-related information of specific aircraft by requiring air transport service providers to manage the history of the aircraft, to disclose the history of the aircraft production and year of acquisition, operations, accidents, etc., on Internet websites, as prescribed by Ordinance of the Ministry of Land, Infrastructure and Transport, and also by imposing penalties for violations (Article 60 (11), Article 62-2, Article 84 (2) 16-2, Article 84 (3), etc.).
