Reasons for Proposal
The current Act prescribes that business owners shall conduct education for improving awareness of persons with disabilities to create stable working conditions and expand the employment of employees with disabilities by eliminating workplace bias against employees with disabilities, and accordingly, business owners and employees are required to receive education for improving awareness of persons with disabilities. The Act also prescribes that a Minister of Employment and Labor may inspect the results of such education.
There has been concern, however, that because the provision on inspection of education results is discretionary, such inspection will not be conducted in reality.
Therefore, this proposal aims to order business owners employing fifty or more employees on a regular basis to prepare and submit records on results of education for improving awareness of persons with disabilities, and prescribe that inspection of such results shall be conducted, thereby strengthening inspection of education for improving awareness of persons with disabilities (Article 5-2).
