Reasons for Proposal
For the establishment of sound practices in distribution and win-win development for both superstores, etc., and the small- and medium-sized distributors, the current Act stipulates the composition of a distribution industry coexisting development council, the registration of the opening of a superstore, etc., and restrictions, etc. on business hours.
Despite these policies, since operations of the local small- and medium-sized distributors in the distribution industry continue to slow, there is an opinion that operations of the local small- and medium-sized distributors in the distribution industry should be activated, requiring discount stores larger than a certain size to supply more than a certain level of regional specialty products.
Therefore, the amendment aims to provide grounds for the Mayor of a Special Self-Governing City or the head of a Si/Gun/Gu to recommend discount stores, with sales exceeding the sales standard prescribed by Presidential Decree, to include regional specialty products at a level of 10% or more of the goods by item (Article 12-7 newly inserted)
