Reasons for Proposal

An employer shall deliver labor contracts to employees in accordance with the clear statement of terms and conditions of employment specified in Article 17 of the current Act. The contents to be delivered such as the clear statement of a labor contract are specified under the current Act, but the delivery method is not specified.
Now, the commonly used written statement method has a possibility of loss or damage even if an employer legally delivers a labor contract, and when arising legal problems due to a violation of the labor contract, unnecessary controversies may happen.
Therefore, when delivering a labor contract, the amendment aims to add labor contract delivery and notification methods, which require the employer to digitalize the relevant document to photographs and files and send them by e-mail or mobile phone text service along with the delivery of a written contract, referring to Article 7 (2) of the Act on the Fair Hiring Procedure Act (Article 17).
