The current Act stipulates that if it is necessary to prevent hazards in imported food, etc., or to confirm facts about safety information on imported food, etc., collected at home and abroad, the Minister of Food and Drug Safety may conduct an on-site inspection of foreign food facilities where imported food, etc., is produced, manufactured, and processed or foreign establishments where livestock products to be exported to the Republic of Korea are slaughtered, milk is collected, livestock products and dairy products are manufactured, and processed; and where there is a concern about hazards to consumers of such imported food, etc. As a result of the on-site inspection, the Minister may take measures to suspend the importation of such imported food, etc., into the Republic of Korea.
Since, however, the current Act does not provide grounds for disclosing information about a foreign food facility or foreign establishment that has been suspended importation or revoked the suspension of the importation, it is difficult for the public to identify the information that may harm the public's health.
Therefore, the amendment aims to secure the right to know of the people by providing grounds for the Minister of Food and Drug Safety to disclose information on the relevant foreign food facility or foreign establishment where he/she takes measures to suspend or lift the suspension on the importation of food, etc., into the Republic of Korea (Article 6 (4) and Article 13 (3) newly inserted).
