Reasons for Proposal


The current Act stipulates that business entities which operate places of business that discharge wastewater above a certain limit or those who operate prevention facilities, public wastewater treatment facilities, or public sewage treatment facilities with their treatment capacity exceeding certain limits shall install automatic water quality testers to ascertain whether the discharged water pollutants meet permissible discharge limits.
However, since there may be concerns that places of business for which civil petitions occur for more than one year due to foul odor, etc., may exceed their permissible discharge limits, such places of business also need to be managed by installing automatic water quality testers to measure water quality and collect data.
Therefore, this amendment aims to require a person who operates a business place which discharges wastewater, prevention facility, public wastewater treatment facility, or public sewage treatment facility designated by the Mayor/Do Governor to install measuring instruments prescribed by Presidential Decree to control and supervise the quality of the water if civil petitions continue for more than one year due to foul odor, etc. (Article 38-2 (1) 4).

Major Provisions
