The current Act stipulates that when research for the development of new drugs, etc., with a laboratory animal is finished, the used animal shall not be discarded but be used as bio-sources to prevent national loss, and that laboratory animal resources banks shall be established and operated to systematically manage laboratory animal resources.
However, there are opinions that there is a limit to the efficient utilization of laboratory animal resources because the business carried out by laboratory animal resources banks is not specified in the current Act.
Therefore, this amendment aims to enhance the transparency of the business carried out by laboratory animal resources banks and to enable systematic management and utilization of laboratory animal resources by specifying the business of laboratory animal resources banks in the current Act (Article 7-2 to Article 7-7 newly inserted).
