Reasons for Proposal

Currently the tobacco packing paper contains warning words and pictures aimed at increasing awareness of the harmful effects of smoking.

Despite the government’s continued anti-smoking policies, however, according to the results of the “2016 Public Health and Nutrition Survey” announced by the Korea Centers for Disease Control and Prevention in 2017, the smoking rate among adult males increased by 1.3% compared to the previous year to reach 40.7%, showing that the effect of anti-smoking policies has been minimal.

In this situation, Australia, the United Kingdom, etc., have recently introduced tobacco packs with plain packaging which do not have advertising or design elements and have standardized labeling, color scheme, etc., such that only the product name is shown, and the Framework Convention on Tobacco Control (FCTC) of the World Health Organization (WHO) is also recommending such measures.

Therefore, the Act aims to introduce a uniform color for tobacco packing papers and show the minimum level of information regarding the tobacco, such as the product name, on the packing paper, with a view to reducing tobacco consumption (Article 25-6 and 27-2 (1) 8 newly inserted, etc.).

Major Provisions

Apply restrictions on the use of words that lead to misconceptions (Article 25-5) and apply restrictions on the tobacco packing paper (Article 25-6)
